Good evening! "Masa'u Al-khair". Today, we are here to celebrate the 73rd Anniversary of the Founding of the People’s Republic of China. Marhaba! On behalf of the Chinese Consulate General in Dubai, I would like to extend my warmest greetings to the Chinese compatriots, and my heartfelt thanks to all friends in Dubai and the northern emirates of the UAE, as well as the consular corps. Thank you all for caring and supporting China’s development and promoting China-UAE friendship!
It is the first time for us to hold such a big national day reception since the out break of Covid-19. At first, We planned to have an on-line reception again, but many of our local friends called and encouraged me to hold a physical one. Because of the time and space limit, at last, we have today’s reception both on-line and physical. It is the first time in history that we have one venue in Beijing and one in Dubai. There are nearly 1000 friends on-line or physically attended our reception. Thank you all for your valuable support. And with your support, I am sure that we will hold bigger and better events in the future.

In 2022, China’s development has made tremendous progress against severe turbulence and crises. Now, the world is undergoing profound changes unseen in a century and has entered a period of turbulence and transformation. Meanwhile, people across the world have even stronger desire for peace, development, cooperation and common progress. The Chinese government has been firmly upholding the policy of people-centered development, safeguarding world peace and stability. China has successfully balanced COVID-19 prevention and economic and social development. This policy has not only protected people’s lives and health to the greatest extent, but also driven China’s development to high-level. In the first half of this year, China’s import and export reached a new high. The total foreign trade volume registered 3.08 trillion USD, an increase of 10.3% on a yearly basis. China, as the largest goods supplier and the main consumer-market of the world, has provided the most important supports for the stability of the global industrial chain and supply chain, given great momentum to the recovery of the world economy. From January to July this year, the inflow of foreign direct investment into China accelerated, with an increase of 21.5% compared to last year. Investors from all of the world have full confidence in China’s economy. It is well known that, China provides certainty to this uncertain world.
At the beginning of this year, China provided the world with a splendid Winter Olympics. It is the most-watched Winter Olympics in history, making significant contributions to the unity and friendship of people all around the world, and Beijing became the very first city that has held both Summer and Winter Olympics. We would like to take this opportunity to particularly thank the UAE President, His Highness Sheikh Mohamed bin Zayed Al Nahyan for attending the opening ceremony in China and giving China firm support. With the support of our partner, China promotes unity and cooperation in this changing world.
Recently, Chinese President Xi Jinping attended the 22nd Summit Meeting of the Shanghai Cooperation Organization (SCO), pushing for new steps in the development of the SCO. We welcome the UAE and other Arab countries, become new SCO dialogue partners. With more friends and partners joining the SCO, the 22nd Summit Meeting had the most top state leaders present and achieved the richest outcome in its history. For the sake of world people, China and the participating countries jointly expressed strong expectation and desire for unity and cooperation, peace and stability, and joint response to challenges. Together with our partners, China stand up for the interests of the world people.
2022 is another year of success for China-UAE relations. Under the strong leadership of President Xi Jinping and President Sheikh Mohamed, the two countries have achieved prosperous outcomes in various fields. During their face-to-face meeting and telephone conversation, they both reaffirmed the unswerving brotherly relationship between the UAE and China. The China-UAE comprehensive strategic partnership in the “Golden Era” continued to develop in depth. The two countries have closely supported and cooperated with each other in international affairs, and continued to safeguard the fairness and justice of the world. China and the UAE, we are together.
The “Belt and Road” cooperation are advancing steadily. His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, attaches great importance to Dubai’s cooperation with China, and visited the newly constructed Infinity Bridge built by Chinese company this year. China has maintained the UAE’s largest trading partner for many years, the trade volume between China and the UAE reached 46.03 billion USD in the first half of this year, a year-on-year increase of 46.4% and a new record high. The Expo 2020 Dubai was successfully held. With the support of the UAE, the China Pavilion was one of the pavilions that received the largest number of visitors from all over the world. Chinese companies have signed more than 100 cooperation agreements with a total volume of about 16 billion USD. The China Pavilion won the Bronze Prize for Architecture and Landscape at the Dubai Expo. The Dubai Yiwu China Commodities City jointly invested by the two sides was just opened in June, and now the occupancy rate has reached more than 99%. Now, More and more Chinese big-name companies and high-tech giants are rushing to Dubai. We are proud to say, China and the UAE, together for prosperity.
Our bilateral cooperation was further extended to high-tech fields such as green energy and deep space. The golden brand “Hala China” cultivated the New Energy Vehicle Park with Chinese companies in Dubai. As China’s “Shenzhou-14” manned spacecraft launched successfully, the report of “Xihe” Sun exploration released and “Tianwen-1” probe won the 2022 “World Space Award”, China’s aerospace industry has entered a new era. China is now exploring the Sun, Mars and Moon at the same time. Meanwhile China brings opportunity of aerospace exploration to the world. On the 16th of this month, the China National Space Administration visited the UAE and signed an MOU with the Mohammed bin Rashid Space Center. They agreed that China’s Chang’e 7 will carry the UAE’s Rashid II lunar rover to the moon surface. I can assure you that this is just the starting point for our deep space cooperation. Together, impossible is possible, sky is not the limit for the UAE and China.
China-UAE people-to-people and cultural exchanges and cooperation are also rising. Thanks to the guidance and support from HH Mohammed bin Rashid Al Maktoum, KHDA and CDA, the number of students enrolled in Chinese School Dubai, the first Chinese full-time public school outside China, has increased to nearly 500 this year. The “Hundred Chinese Schools” program was forged ahead. Hala China’s project “China in the eyes of the UAE and the UAE in the eyes of the Chinese” becomes more influential. People say, China and the UAE, culture and education brings our hearts together.
I would like to say a few words to more than 300,000 Chinese compatriots, students and 6,000 plus Chinese enterprises in our consular district. Thank you all for working hard, contributing to local economic and social development, and promoting the China-UAE friendship. Now, the commercial flights between China and the UAE and economic opportunities are both increasing significantly. I believe we can seize the opportunity to promote the cooperation between the two countries. We will surely have a brighter and more prosperous future, together with our UAE brothers and sisters.

Looking forward, we are not alone. On October 16, the 20th National Congress of the Communist Party of China will be held. This event will comprehensively summarize the major achievements and valuable experiences of China’s reform and development. Especially in the past decade, the Communist Party of China has led the Chinese people to win the battle against poverty, and build a moderately prosperous society in an all-round way. We have achieved fruitful results in our joint efforts in developing the “Belt and Road”. The concept of a community with a shared future for mankind has been deeply rooted in the hearts of the people. We will continue to strive for the great rejuvenation of the Chinese nation with Chinese-style modernization, and bring new opportunities to world development. China has always stood on the right side of history and the progressive side of the trend of the times. China has always firmly believed that “a better world for a better China, and a better China for a better world”. We are willing to work with the UAE and other countries that love peace and pursue justice, for mutual benefits and win-win cooperation. We are looking forward, China and the UAE, together for building a community with a shared future for mankind.
