Staring from March 23rd, 2022, testing requirements for the passengers who are flying to China from UAE have been adjusted as follows:
1. For those who have been fully vaccinated with Covid-19 inactivated vaccines, the double PRC testing must replace the PCR + IgM antibody testing.
A: Definition for those who have been fully vaccinated with inactivated vaccines:
a) Vaccination products should be inactivated vaccines (eg. Sinopharm, Sinovac, etc.) approved for emergency use authorization or fully approved in the market by China or the World Health Organization.
b) In principle, Passengers should be fully vaccinated with two or required doses of the same vaccine. If two or more brands of vaccine products are inoculated, the inoculation procedure should comply with the vaccine instructions or local inoculation requirements.
c) Those who have not vaccinated with inactivated vaccines for the required dose or who have completed two doses of inactivated vaccine on the same day, will be treated as unvaccinated.
B: Testing arrangement & requirement for the passengers who have been fully vaccinated with Covid-19 inactivated vaccines:
a) The first PCR test (14 days before boarding): Passengers should take their PCR tests in the below first-testing designated testing institutions (One nasopharyngeal swab sample); IgM tests are no longer required.
b) The second test (Within 48 hours before boarding): Passengers should take their PCR tests in the below second testing designated testing center. For the second PCR tests, the testing institutions will conduct two nasopharyngeal swab samples at the same time and use two different detection reagents to detect separately.
The second test results must both be negative to apply for the Health Declaration Code (HDC). Passengers can submit all the required and relevant documents (including certificate/proof of vaccination history) to apply for the HDC after they receive the negative test results within 48 hours before boarding. The Embassy and the Consulate General in UAE will review all the documents which submitted and issue the HDC to those who meet the requirements.

2. For those who are unvaccinated, not fully vaccinated or only vaccinated with non-inactivated vaccines (e.g. Pfizer etc. or other types) still need to follow the requirements posted on September 2021 (Urgent notice on cross-double test and 14-day quarantine for passengers from the UAE to China before boarding the plane) for both the first and second round cross PCR+IgM testing.
3. All passengers must take a third PCR test within 12 hours before boarding. This is the PCR test that has been implemented by the airlines. The specific testing arrangement and requirement are subject to the notification of the airlines and the testing institutions. If the third PCR test result is not negative, the Embassy and the Consulate General will cancel the relevant passengers’ HDCs.

Notes:
1. Vaccinated passengers (with inactivated or non-inactivated Covid 19 vaccines) can apply for the HDC 14 days after being fully vaccinated. The HDC applications will not be accepted if it is less than 14 days from the vaccination completion date (excluding booster shots).
2. Passengers, who come from a third country (without direct flights to China) to transit through the UAE and stay in the UAE for less than 120 hours with a HDC issued by the Chinese Embassy or the Consulate General in the third country, should follow the above-mentioned requirements for testing within 48 hours and 12 hours before boarding based on their vaccination history at the below designated/corresponding testing institutions.
3. In addition to the above adjustments, the requirements for isolation monitoring and other required documents remain unchanged. Please refer to the Urgent notice on cross-double test and 14-day quarantine for passengers from the UAE to China before boarding the plane, posted on September 2021.
Please do strictly follow the requirements for isolation, health monitoring and take all the necessary protection before and during your trips.
4. Please also note that airlines in the UAE may have their boarding requirements other than approved HDC. Etihad Airways still requires all the passengers to have an IgM antibody test within 48 hours before departure. The Embassy and the Consulate General remind all passengers to confirm with the relevant airlines for boarding requirements in advance to properly arrange all pre-flight matters.
